All week the tape begged for lower yields, and on Monday morning they came — four basis points of mercy on the long bond, brought by a report that the government might pay for its own buybacks out of its own checking account. The index fell anyway: the chips that carry it went on sale in the same hour. Relief and the bill arrived together, and only one of them was addressed to the market.

The report the bond market had spent a week asking for finally arrived before Monday's open: the Treasury may fund its buyback operations from the Treasury General Account — the government's own checking account — and the long end obliged, the 30-year easing four basis points to 5.24 percent, the 10-year two to 4.72. It did not matter. The semiconductor index fell 2.7 percent and took the tape with it: Micron, which had crossed a thousand dollars a share the week before and has been paying for the altitude since, lost another 5.8 percent; AMD three; Broadcom two; and the storage and optics names behind them — Seagate, Sandisk, Coherent, Lumentum — four to six and a half. The index that begged for yield relief got it and closed lower anyway, because the argument was never only about yields. The Dow rose 140 points on the rotation into everything older. The new chairman speaks Friday, in the mountains.
The deeper account
The relief had been ordered a week in advance. Five sessions of rising long-bond yields — 5.31 percent at the worst, the highest since 2007 — had turned every trading day into an argument about one number, and the government had already tried three different answers. Monday morning's was the fourth: a report that the Treasury may pay for its bond buybacks straight from its own checking account. The long end took the offer. The 30-year eased to 5.24 percent, the 10-year to 4.72, and for the first morning in a week the market had exactly what it had asked for. Washington also unveiled its new sanctions on Iran the same day — a promised operation arriving as paperwork.
What the relief could not reach was the other side of the room. The semiconductor index fell 2.7 percent: Micron down another 5.8, its second hard markdown in four sessions; AMD down three; Broadcom two; Seagate, Sandisk, Coherent and Lumentum four to six and a half. Money that left silicon went looking for age and dividends — the Dow rose 140 points, up a quarter percent, while the Nasdaq lost three quarters — a rotation, not a recovery. The index that lives or dies by its largest tenants closed down 0.28 percent on the very day its one stated wish was granted.
The tape told the quietest version of the story. Down eleven points at the open, down thirty-six within the first minutes — 7,638.17, the morning low — then a long, patient climb back that brought it within four points of Friday's number just after noon, and no farther. It spent the entire session beneath that line and settled at 7,652.86. Jackson Hole opens Thursday. The new chairman's first speech comes Friday morning.

The appeal was received and denied on the same day. The relief the market begged for arrived the same way: promptly, procedurally, and addressed to the wrong window.
